    A long-awaited Congressional report on the Boeing 737 Max condemned Boeing and the Federal Aviation Administration for "a horrific culmination" of engineering flaws and poor oversight during the plane's design and certification.
    Two crashes involving the plane killed 346 people. The plane has been grounded worldwide since March, 2019.
    The report comes as the plane nears its return to passenger service.
